HNLAW Legal Insight – Vocational Training Cooperation in Vietnam (the Year of Twenty Twenty-Five)
In the year of twenty twenty-five, enterprises in Vietnam are legally permitted to collaborate with foreign institutions in providing vocational training under the framework of Vietnamese law. This cooperation must comply with national regulations on education, labor, and investment — particularly those governing the establishment and operation of training centers with foreign participation.
Under the law, joint training programs must be registered and approved by competent authorities such as the Ministry of Home Affairs. The programs must ensure that facilities, teaching materials, and training equipment meet Vietnamese technical standards. Trainers must also be professionally qualified and possess credentials recognized by both parties.
From a legal perspective, cooperation in vocational training must be clearly defined through written agreements or contracts. These documents should specify the scope of cooperation, responsibilities of each party, intellectual property rights, quality control, and financial obligations. Failure to comply with these conditions may result in administrative penalties or suspension of training activities.
Regarding certification, diplomas or certificates can be jointly issued or mutually recognized by the Vietnamese and foreign partners, provided that they are properly registered and transparent in content and quality standards. This allows trainees to benefit from dual recognition — both in Vietnam and abroad — enhancing employment opportunities and labor mobility.
Vocational training cooperation between Vietnamese enterprises and foreign institutions represents a practical pathway to align workforce skills with international standards.
