The production of cosmetics must fully comply with all conditions under the current regulations to ensure safety, quality, and proper process control. A manufacturing facility may only operate after obtaining a Certificate of Eligibility for Cosmetic Production. To be granted this certificate, the enterprise must meet personnel requirements, including having a production manager with suitable professional knowledge in fields such as chemistry, biology, pharmacy, or other relevant disciplines.

Regarding facilities, the manufacturer must have appropriate premises, production areas, and equipment that meet the requirements of the intended production lines and cosmetic products. Storage areas must be arranged to clearly separate raw materials, packaging materials, and finished products, and must also include designated areas for flammable substances, highly toxic materials, and rejected or recalled products.

The manufacturer must also establish a quality management system that ensures raw materials and semi-finished products meet the manufacturer’s standards, water used in production meets regulatory specifications, each product has a defined manufacturing procedure, and a quality control unit conducts testing at all required stages.
